I just set up my new build - It's my first time building a computer -- (see parts bellow) and I'm running into some strange issues. Everything powers on fine.
If I use my GPU's HDMI output, I get the Gigabyte screen to display where I'm prompted to hit F12 for boot menu, DEL for BIOS ,etc. The problem is, trying to access the boot menu gets me to a black screen with a cursor (mouse pointer). Trying to access BIOS gets me to a black screen without any cursor.

I removed my GPU and tried to access BIOS with my on-board graphics... NOPE, same black screen.

-I've tried re:moving my ram and putting it back in.
-I've tried removing all psu connections to my mobo and putting those back in.

FINALLY:
I did a CMOS reset and now it doesn't even POST (by post i mean that the gigabyte screen doesnt show up and prompt me to access bios or boot setup) , it just goes straight to that black screen issue.

UPDATE:
I'm down to barebones, just 1 stick of RAM, 1 HDD, no GPU, just Integrated graphics.
Everything is powered. my 8-pin CPU entry and my 24-pin mobo. entry... as well as all other things that need to be populated.
I removed my battery now to try to hard reset CMOS.
The POST screen did come up for a split second but the problem persists. A black screen with a mouse pointer (then the mouse pointer dissapears :( ...

Solution
Start with the basics.
Make sure all of the power required for the motherboard is connected from your PSU.
The 24pin 12v Atx block
The eight or four pin power block from the Psu to the motherboard. (your`s is a 8 pin 12v located in the top corner in black near the two red heat sinks for vrm cooling (Black 8 pin block)

If this one is not plugged in along with the 12v pci-e power connectors your board will half boot and hang in most cases with just a black cursor as you say.

Double check that if the board uses a jumper to reset the Cmos/Bios that they are bridging the correct two pins for normal operation of the board and not on reset, or only one of the pins is covered by the jumper.

Take your Pci-e card out of the slot.

Connect your monitor to the motherboard video output port first.
Place one stick of memory in the Ram slots.
Power the system up and see if it posts.
If it does.
Then turn off and add another memory stick, and so on till the board reads all memory sticks.

Enter the bios.

If you get into the bios, then you should change the interface type to Pci-e as the initial primary graphics out put the 290x card.
If you have the option to disable on board video, turn it off.
save before exiting the bios.
Power the system down and slot the 290x card into the pci-e slot of your mobo, making sure you have connected all the 12v Pci-e power to the card from your psu.

Swap the cable from the back of the mobo for video to the 290x card.
Power the system up.

As a note a flashing white line or cursor means the board is looking for a hard drive or a bootable device. Because its the next step it takes after checking in order, CPU,Memory,Video display, Boot able media on interfaces Sata.

So it would mean that the interface is not set right depending on what and where you connected your sata hard drives ect to what sata ports on the board. Most new Bios`s have two Sata chip sets Intel, AMD, with an ASmedia sata 6Gbps option in the bios, this can be disabled sometimes by factory default. And why you got a flashing white cursor to start with. It was trying to find the Asmedia Sata interface if you connected your HD`s to it.


If it still does not work then it can mean a bios update may be required for the board to function with the cpu you have or a 290x card.

But the first solution should solve the problem if you check everything in the sets listed ok.
