Unexplained high ping

Hey fellow gamers, hopefully this in right section and someone can help.
I've been playing Elder Scrolls Online since beta and have never received high ping (well unless caused by ZOS), but the last week my ping is bouncing between 150 and 400 and it is causing me to get kicked from the game during combat.

System Specs (Custom Built PC)
Motherboard - Asrock B75 Pro3-M

Intel Core i3-2100 @ 3.10GHz
RAM - 2 x Corsair 8GB
Graphics Card - NVIDIA GeForce GTX 650
Modem - Virgin Media SuperHUB
OS - Windows 7 Ultimate
ISP - Virgin Media wired connection

During peak times there are 7 devices connected wirelessly to router (2 x android phones, 2 x Tablets, Xbox 360, 2 x Nintendo DS) and during quiet times its 3 devices (2x android phones, 1 tablet).

My computer is on quite a lot as I use it for studies and gaming but have no overheating issues.

Things I have done:

Full virus scan (Free AVG)
Full malware scan using two adware removers (SpyBot and Adware)
Reinstalled ESO
CCleaner - Full clean of registry and cleaner
Speed test - Download 59.44 Mb/s Upload 101.84 Mb/s
Ping Test - 40-90ms
Pinged DNS - No packet Loss / Round Trip minimum 2ms / maximum 2ms

Everything seems to be coming back fine but as soon as I am ingame I begin to lag yet my fps is 50-70. It is not the games servers as no one else is experiencing this and it is not the only game it is happening on and it is constant.

Any help would be appreciated greatly. I'm lost for ideas.
