MSI z97 PC Mate - Boot issues depending on memory configuration

Hey guys, I just setup a new rig. The bones are as follows:

Components:

  • MSI Z97 PC Mate motherboard
    Intel i7 4790K processor
    Corsair Vengeance Pro 16gb (2x 8gb) kit - CMY16GX3M2A1866C9R
Problem:
With everything installed as directed in the MSI installation manual (and printed on the mobo itself), it will not boot. It says for dual channel memory to work install into dimms 2 and 4 first. Doing this causes the machine to cycle power on and off repeatedly after pushing the power on button until you pull the plug.

Workaround:
I narrowed it down to memory and discovered that I can boot and run properly in one of two conditions. One - place only one 8gb stick into dimm 4 to boot up with 8gb single channel memory. Two - place one stick into dimm 3 and one into dimm 4 to boot up with 16gb single channel memory. BIOS settings are all at factory default.

Tried this already:

  • no memory - 3 PC beeps (as expected)
    one stick in dimm 2, one in dimm 4 ("correct" way, doesnt post and cycles power forever)
    one stick in dimm 2 only (doesnt post and cycles power forever)
    one stick in dimm 1 and one in dimm 3 (doesnt post)
    one stick in dimm 1 and one in dimm 2 (doesnt post and cycles power forever)
    Reseated the CPU just for giggles (no change to all of the above).
According to Corsair, this combination of memory, CPU, and motherboard should work fine. I ended up just running a night of gaming using the 16gb in single channel mode as described and the thing ran beautifully. However, I cant help but think that something is wrong, and the dual channel mode should work fine. I am thinking I need to call MSI for a bad board, dimm 2 specifically is suspect. Did I miss anything?

What CPU cooler? If it's too tight in a corner or side it can throw the MC (memory controller) off, after loosening just snug it down - not overly tight. If no joy there, might check for Bent/broken pins or debris/thermal compound in the socket or bottom of the CPU

I am using a Cooler Master Hyper 212 Evo. I did try it with the stock cooler though as well. Both times I checked for excess paste, and for damaged pins. I found nothing, and got the same result from both coolers.

I have the same board in two builds and both builds have the exact same issue. Inserting into DIMM 2 and 4 as instructed in the manual and marked on the board itself does nothing. Powers on and off.

However, I am able to get it to work by inserting into slots 1 and 2.

Dual channel my ass.
