sql server compact 4.0 wont install

error 1935. an error occured during the installation of assembly.
i was trying to install it for visual studio 2013 but it wont work. please someone who has had this issue before, help. thanks guys.

Visual Studio Community Edition is a free download from Microsoft. Most probably that "ultimate" version you got from "somewhere" contains unwanted goodies.
