runs fast but slow reboot

I just put together a system. Got it up running boots up super fast (Win7- 4 color balls on screen disappear before it became a window) but after installing updates it slowed down on full reboot. Well started overclocking started at 44X100 tested stability and got it stable after upping Vcore a little and few reboots then went to 46x100 got it stable then full reboot sped up 22 secs well went to 47x100 got it stable then just slowed way down 136 secs full reboot run a stability test then it sped up to 62 secs and now seems stuck stuck there 50- 60 secs full reboot and booting windows i7 from a M.2 card on motherboard Gigabyte shows 10G speed up from 6G transfer rate. I installed intels engine manager and rapid storage and it took my SSD rate up benchmark...and no programs running on boot up except MS Security Essentials.
I sure thought it would full reboot up under 20 secs after upping CPU 1 step
I am not missing anything on O/C it just has me baffled
any suggestions I sure would appreciate it

Windows 7 64 bit
I7 4790k cpu
M.2 128G card (only running windows)
1000G hdd
8G of 1866 DDR 3 ram
GA-Z97X-Gaming-7 mb
Dual R9 270 video
Rosewell 650w PSU
NZXT 530 case
 
Solution
Well i wouldnt go for overclocking as my 1st choise when pc boot slower than it was.
Step 1: Check through msconfig if you boot up unnecessary programs
Step 2: See if Safe Mode boots fast or its slow too
Step 3: Revert updates you made on drivers and see if thats the problem

and no programs running on boot up except MS Security Essentials. and done tried reverting updates. safe mode runs same speed as system boot up
