A disk read error occurred - Not sure what hardware is causing it

I'm hoping this is in the right section as I'm confident it is not my hard disk, but not sure what component is acting up.

A few weeks ago I started getting intermittent hanging while doing anything: gaming, browsing the web, going through my files. When I would restart I would get the dreaded "A disk read error occurred. Press Ctrl+Alt+Del to restart" and I would restart. As time went on, these occurrences became more frequent. Hanging turned into full on freezing. I assumed it was a faulty drive as my windows drive is 5 years old so I replaced it and reinstalled Windows 7. To my horror the same problems happened.

Now I'm to the point where restarting no longer solves the problem. I'm lucky to get into Windows and even when I do, it freezes almost every time. Occasionally it will get past the error and freeze on a black screen with a blinking line, or a "Windows failed to start" error report but usually it gets stuck on the disk read error. I've pretty much exhausted all of the solutions recommended on this site and others.

What I've tried
-Disconnected all peripherals, DVD drive, and other hard drives
-Swapped out Windows drive with a new one with fresh OS installation
-Removed RAM one stick at a time
-Swapped out SATA cable
-Reset BIOS to original settings
-Replaced CMOS battery
-CPU core temp stays within normal range

I'm fresh out of ideas. Does anyone else have an idea as to what else could cause this? I'd greatly appreciate any advice you all could give me! :)

I have four DDR2 slots each with a 2GB stick in it (for a total of 8GB memory). I pulled out all of my RAM and used a single stick in one slot at a time. Then I would switch to the next stick. So basically I've tried every stick of RAM in every slot.

My CPU temp ranges between 83F and 104F
