AMD - "Failed to load detection driver" - on a fresh install of W8.1

While I'm trying to install the CCC, I get this error on a completely brand new install of Windows 8.1.

All the Google results seem to be for people trying to do this in safe mode (I'm not) or using old drivers (I don't have any).

So, I don't know how to fix this. Any tips would be appreciated.

Before installing this driver, please ensure you have uninstalled the previous driver using the Add/Remove programs option in the Control Panel and also deleted the installation folder for the previous driver. This folder can be found at the following locations...

Before installing this driver, please ensure you have uninstalled the previous driver using the Add/Remove programs option in the Control Panel and also deleted the installation folder for the previous driver. This folder can be found at the following locations:

C:/AMD/support/14-4-win7-win8-win8.1-64-dd-ccc-whql
or
C:/AMD/support/14-4-win7-win8-win8.1-32-dd-ccc-whql

Try running Display Driver unistall: http://www.guru3d.com/files-get/display-driver-uninstaller-download,9.html

and then delete the old folder as outlined in the note above, then reinstall the CCC package

I solved it by installing everything available on Windows Update. I don't know what it was, but I suspect it was the fact that I hadn't installed .NET 4 yet - that was one of the things installed during the update.

I now have another problem, but it's boot related so I'm going to put stuff there.
