Pc won't even get to BIOS after I installed a new GPU

After installing my new gpu(old, but a bargain and would do what I want) a Nvidia FX 5200 pci graphics card my system(Dell Dimension 1100+ 2GBs of RAM) it refuses to boot. Can anybody help? PCI ports functions as I tested them with an old modem card.

my system failed to boot because of power cabling to the gpu. so maybe a loose cable or incapable psu. also theres a way to diagnose errors by listening to the system beeps during boot
