explorer fails to refresh icons at startup

when the windows starts up it refreshes icons right after they appear, but sometimes a few of them stays blank (white) after this, and none of the icons works on my desktop if this happens. but if i kill explorer.exe and start it again everything is fine. what causes this?
(i dont have any 3rd party programs starting at start up, only my ati driver.)

What happens if you hit f5 at the screen, or if you right click and select refresh on the desktop? Does it reload them properly?

I've never encountered the problem you're describing, but that's the first thing I'd try. I'm not even really sure where to start on that one, hahah.

it doesn't reload them, the ones that were blank stay the same.
(p.s. i tried to delete the iconcache.db, but it didn't help.
and not always the same icons turn blank, it seems to be random)

The problem was that i deleted my original downloads folder and replaced it with a mounted ntfs folder (drive) and made a shortcut to this on my desktop. For some reason my windows 7 couldn't handle that shortcut. Once i deleted it, the problem gone.

SOLUTION: deleted the shortcut and made a .bat to open that folder.
%SystemRoot%\explorer.exe "c:\Users\Rendszergazda\Downloads"

I have the same problem. Win 7 ultimate x64. All my office, CAD antivirus and printer software have blank icons. The icons work as shortcuts. Even in folders that contain Excel files on my file server appear blank generic white. The same icons in my quicklaunch taskbar are also white.
F5 does not refresh them. Killing explorer and restarting it does not fix it. Deleting iconcache.db and a restart does not fix it.
It is not an account issue. It is present in all of my accounts.
I am very computer savy but this one got me beat.
