Is Radeon R9 PCIe 3.0 compatible in a PCIe 2.0 interface?

First time build, planning on using AMD Vishera FX6300 and ASUS M5A99FX Pro motherboard. Was wondering if Sapphire Radeon R9 was compatible for that board. Planning on building a unit for gaming on a decent budget, but with room for improvements. Any suggestions on switching out the parts for compatibility?

Yes it is compatible with PCIe 2.0, the current GPU's doesn't seem to be bottlenecked by being on PCIe 2.0 instead of 3.0, that will probably change with next gen GPU's coming out. Radeon R9 is compatible with that board, you might want to get a little stronger CPU thou, at least fx 8320.
