Flash drive or Mass Storage device only works after a computer restart

I have a ASRock P67 performance motherboard, the Corsair Carbide 200r case (with the USB 3.0 ports on front, and a Syba USB 3.0 PCI-E card. The ports on the case connect to the card, which obviously connects to the motherboard. I'm running Windows 7 64 bit.

Now that all of that is out of the way...the problem I'm having is that whenever I plug in my flash drive or a hard drive to the usb ports the computer will make the noise like it recognizes it and under device manager it has the yellow exclamation mark under USB Mass Storage device. No matter what I do I can not get it to read. Now if I restart the computer w/ the thumb drive already attached, the computer reads it fine. If I unplug it and replug it however, it goes back to the yellow exclamation. I have tried updating every driver and different versions for the PCI card and made sure the chipset drivers on my motherboard were the latest versions from ASRocks website.

Is there anyway I can fix this and use my thumb drive without doing a computer restart every single time? I have googled and googled and googled to no end, but haven't found anything that's helped me.

Anyone have any other ideas? I've been working on this problem forever and still no results. I actually forgot about this thread until I googled the problem with it only working after a restart and came back to this. All drivers are updated.

So I checked out the driver details when the Flash drive is working after a restart and under Driver File Details for the mass storage device instead of just listing C:\Windows\system32\drivers\USBSTOR.SYS, it also lists C:\Windows\system32\drivers\FNETTBOH_305.sys.

It would seem as if I need that to make the devices work however something is preventing it from working unless the drive is connected while the computer is starting up.

Like yourself I too dug deep into just about every available forum to find an answer to this problem, and all the cyberspace suggestions did not work at all.
Anyway, I finally tested my own solution to this problem and it worked.
Here it is ... plug in any sized USB flash drive into the back of the computer, and let it reside there permanently.
Reboot your computer and then use the front USB socket/s and you will hear the usual sound of recognition first and the icon will appear in the system tray as usual.
Now you can test it by unplugging it in the safe way, wait a few seconds and plug it in again and you will be surprised to see it work no matter how many times you unplug it and plug it back again.
Hope this has resolved everyones USB problems.
