Power Supply behaving strangely, wont start after power failure for a few minutes

I've been having some strange issues with my power supply.

The problems started a month or two ago when i noticed a clicking/ticking sound coming from the psu while powered on. They would occur consistently over a period of time but would stop after a while, maybe when the computer was warmed up? This hasn't had much of an effect on me (other than being annoying) but I would figure I would mention it.

Here's the real problem. The computer shuts down and powers up normally, but if I flip the power switch on the back of the psu or disconnect power from it, then reconnect and try to turn on, I get nothing. No response at all.

But, if I wait for a few minutes, I hear a click in the psu. After that, everything is fine again. It's as if it has to charge up a capacitor or something before the computer will start.

Can anyone explain this strange behavior? Should I try to get it replaced?

The bulk capacitor in your PSU is completely shot. Do not use the power supply at all anymore, gut it from the machine and take it to an electronics recycling area immediately, as running the PSU in this condition is as bad as driving around a car with a blown engine that is running very, VERY roughly. The last PSU I had do this to me blew it's own casing in two pieces and blew a whole chunk off one quarter of the computer's case when it did so.
