Double check your bios for any ram speed adjusters, but im pretty sure your going to be stuck with a 1333Mhz ram speed. I tried upgrading one of our dell computers at work but could not get the ram speed to change. I ended up buying 1600Mhz ram since it was cheaper then 1333 but the computer would only run it at 1333Mhz.

Having 4GB installed and only 3GB useable makes me think that you only have a 32bit operating system installed, if that is correct then the max ram you can use is right around 3.2GB. If your wanting to use 8Gb you will need to reinstall your computer with a 64bit Operating system.
