CPU Clock Speed Fluxuating, performance lag?

I have been having a very unplayable performance lag ever since i built my new computer. The thing is ive noticed it when only playing games, and i mean everysingle game i play. Ive noticed that my cpu vcore voltage underload are usually 1.328v but everytime this lag spike goes on (10-20 seconds) the fps will drop to around 8-15fps, and the voltage drops to around .8 and underclocks my cores to 1.6ghz. When usually when its at that normal clock speeds my games run around 40+ fps in most games on most highest settings.

Ive tryed all the solutions i could find, like disabling cool and quiet mode in bios, and during power saving options off in windows and bios. But still none seem to solve my problem. Also i have an after market cooler and keeps it around 60-70c underload so overheating should not be a problem.

PC specs:
Amd fx 6130 @3.6ghz
GTX 660
8gb ram
Windows 7 64
 
BIOS: See if the BIOS has a "AMD C1E Support" setting (power saving enhancement to lower CPU speed when idle) and disable that setting. http://www.tomshardware.com/forum/360290-28-cool-quiet

WINDOWS: In the Control Panel \ Power Options, set it to use the High Performance Plan, or in the Balanced or Power Saver Plans, change the Processor Power Management \ Minimum Processor State \ to 100% (Default is 5%).

I guess you have already used the High Performance Plan to disable the Power Options?... if I'm correct, the AMD C1E setting would be the only power saving setting left to disable.

sadly that did not work either, but thank you very much, and another thing, i also seen changing the min processor stae and change it to 100% but when i tryed it didnt even have an option to change it, but yes i do have it set to high performance

 
The minimum processor state is only in the Balanced and Power saver Plans... in the High Performance Plan the processor is always at 100% so the min processor state is not available.

What about the Hardware Thermal Control? that would be the BIOS CPU temp setting at which the CPU would start throttling down. If you have that temp set to low, it can cause such CPU behavior.

The CPU has some other low power features:
Core C1, C1E, C6 and CC6 states
Package S3, S4 and S5 states
PowerNow!
Which may be enabled/disabled in the BIOS... check it and download the motherboard PDF manual from the manufacturer website product page \ Support \ Downloads or Drivers and Software... and in the PDF manual read the section on Setup BIOS, it may have detailed information on all low power features.
