System specs:
I5- 4570
motherboard asus h87m-e
gtx 760 palit jetstream
8GB corsair vengeance raM
corsair gs600 power supply
samsung s23b350t

I play mostly csgo and other fps games.(bf4, cod , etc). cs go being my mostly played game.

If I were to get a new gpu , I was thinking of going for the gtx 970

If I were to get a new monitor, I'm getting the benQ xl2411z

I really new help on deciding which will benefit me more.

I think this is a very subjective decision. If you are ok with the framerates you get and the game settings, then there's no point i upgrading to a 970. In fact, it would probably be better to upgrade the monitor then, since display technology does not change nearly as fast as GPU technology, so you can get a nice display that will last you for a few GPU upgrades, like a 1440p display or a 144Hz display.

On the other hand, if you do want to bump up a few settings or raise the average FPS a bit more, the 970 is a worthwhile upgrade. The monitor upgrade doesn't produce as noticeable a change, so you might feel better about upgrading the GPU over the monitor.
The Samsung monitor appears to be 23in PLS, 1080p - http://www.samsung.com/ua_ru/consumer/computer-printer/monitors/home/LS23B350TS/UA

and from/for Russia? No idea of the response time. But it seems not too bad.

The BenQ - http://www.benq.com.au/product/monitor/xl2411z/specifications/ - is 24in ? but they don't provide specs.

I'd suggest only looking at monitors that you can get the specs for.

Your PC is pretty good. I'd get a better quality power supply - from tiers 1 or 2 of http://www.tomshardware.com/forum/id-2547993/psu-tier-list.html#xtor=EPR-8886. Especially as insurance with a gtx970.

Thank you guys for the answers! I am currently leaning towards on getting the benQ xl2411z instead of a gtx 970 , due to the fact that I would probably see myself playing cs go more offen than other fps games and hence do not really require the extra horsepower.

P.s. I have no idea how to reply to ur answers individually as I am on mobile lolol :p
