WD Green 3TB won't show volume info // wouldn't let me assign drive letter

Hi guys. I recently purchased 3 TB WD Green and it won't pop up into my my computer.
It is recognized in BIOS (UEFI) and etc but does not actually have a Volume.

Here is the following screen shot.

Below screenshot shows when I right click, one of the option is to convert to MBR Disk..meaning this is already recognized as GPT. The volume information is available for this drive either.

Below screenshot shows when I right click on the right side, "Assign driver letter" option is not even there.

Below screenshot shows when I right click on a WORKING DRIVE. Notice there is "Change drive letter and path" option, unlike my WD 3TB.

The drive is not partitioned or formatted.
Right click the unallocated space and select "New simple volume..."
Create an NTFS partition with the default settings and allow it to perform a quick format.
This process will automatically assign a drive letter.
