I have a Dell Optiplex 9020 (Not relevant but I just thought I would mention) with windows 7 professional on it. The problem is with windows, some program or configuration is making it so that it will not connect to a network, I've tried 3 different NICs and I've tested it to make sure that it is isolated just to this windows installation. This computer was loaded with malware but I've cleaned it up with Kaspersky Pure 3.0, MBAM, and windows defender. I've tried to repair the operating system files but I can't get any of my system repair disks to work and I doubt that the issue lies there. I've disabled any anti virus firewalls or filters but that didn't change anything. Same goes with safe mode with networking. I'm pretty much ready to just reinstall windows but I'd really like to avoid that since it comes with a shitton of dell utilities that the primary user uses frequently along with programs that I'll have difficulty finding.

Update: Finally got startup repair to work but no change.

The behavior goes like this: The network card is started and it begins to identify the network, as soon as it seems to connect it cuts out with a red X, same goes for any other NIC.
