CPU at 16-20% Usage On Idle - Help!

Hi All,

I'm going to "Try" and maintain my calm as much as possible here. I am seriously seriously "Annoyed" with this issue I've been having, as stated in the title of this thread. I've searched the internet for hours and hours and re-installed windows 2 times! From Windows 8.1 which was having the CPU usage on idle issue, then to Windows 7, had the same issue, then back to Windows 8.1 and had the same issue again! I'm getting to a stage where I just want to smash something! So I came here to try and find some answers. The problem is in detail: Windows is using 16-20% of the CPU on idle, this is WAY too much, clearly! That's all there is to say about it. The screenshots below will speak for the problem.

Seriously everyone who reads this, HELP PLEASE, I'm very desperate to fix this!

basically its down to using outdated or bad drivers.

Since you narrowed it down to drivers, I went ahead and uninstalled the graphics drivers, didn't solve it. Uninstalled the VIA 3.0 drivers that came with my Motherboard Install disc, SOLVED.... motherboard disc f'ed up, wow.
