Your eyes can pick up 25 FPS roughly
It is personal preference and should be reviewed case by case.
Personally if I had these choices I would play single player, eye candy games on ultra at lower frames and competitive multiplayer games where visuals are secondary on higher frames and lower settings.
There are many games where lower settings actually get you an advantage.
