Computer Keeps Configuring to a Proxy Server Connection

My Windows 8 Computer Keeps configuring to connect via a proxy server. Computer was never set up that way, It has only been on a typical home network. When I go to the area under settings to turn off, I go to turn proxy server connection off, but when I try to apply the changes after it is turned off, the apply setting is grayed out and won't respond to make the change. Lately, my Norton System Suite will fix the problem after a quick scan, other times, Nortion will not detect or fix the problem. The main problem is now after it has been fixed, every time I reboot the computer, the proxy server configuration returns and I have to go through all the steps again. How can I permanently fix this problem?

This has not been fixed because it will re-occur again next time the system reboots.

I originally bought the PC from a computer store, but that was with Windows 7. When I upgraded to Windows 8, I did a new, clean installation, not an upgrade, so since I installed Windows 8, the computer had a clean installation. No one else was the administrator.My profile indicates that I have an administrator account.

I bought this computer custom built about 5 years ago. The original OS, Windows 7 was installed by the dealer. I upgraded to windows 8 two years ago, but the system was configured by myself as a new system with a clean install.

The Proxy Server configuration started 2 months ago. I can fix the computer using Norton System suite ,but every time the system restarts, the proxy settings return, regardless of ho clean the system is before the restart. I try to change the settings to turn off the proxy server. So I check this is not a proxy server, but at that point when I go to save my settings "Don't Use a Proxy Server" it won't let me save the changes.

Please advise on how to fix.

Just fixed it again using Norton System Suite, but every time the system restarts, the Proxy settings return. When it is configured as a proxy, I can't connect to the internet.
