Does a good cpu make a gpu not run at high %?

I'm running a i7920 3.8 with a gtx 970 and I heard that world of Warcraft is more cpu intense game. I see my gtx running at high %. So I was wondering will it be my cpu that's affecting the gpu

I got my title muddled up "bad cpu puts more strain on a higher end gpu for gaming"

if you're getting playable framerates with the eye candy you're expecting, then everything is working well. obviously your cpu is getting a little long in the tooth but there is likely no need to replace it just yet.

It's running fine but I get these minor stutters which annoys me and I have lowered the settings but I still get them. I can't seem to figure out what it is?

These are my specs. Please help

6 gig memory
i7 920 3.8ghz overclocked
Cooler master hyper 212 evo
Evga gtx 970 FTW
Evga supernova 750 B2
Phantom 410

I have searched online and tried back dating the drivers but still happens and I've taken addons off and on to see if it was those. When I first got the gtx I don't think the minor stutters happened
