Need help with my problem(fps/sound/mouse lag)

I've been having problems with my new build starting a few days after putting it together, I built it about 2 weeks ago. I had another thread and we thought it might have been the motherboard, I bought one and it's the same problems. It seems like when it's under more load than just a couple webpages it messes up.

Specs: Asus H97 Pro Gamer, Seagate Barracuda HDD, MSI R9 290x, I5-4690, Rosewill Green Series 630watt PSU, 8gb G.Skill ram(2x4).

The problems:
If I'm just using the internet I have no mouse problems, however; if I start loading BF4 and look at the internet with the load screen reduced it will become laggy/hard to move. When I play a game the mouse will become very jumpy/hard to move. I played BF4 earlier and it was terrible, there were times when I could barely move the cannon on the tank or aim my gun. I just played League, and throughout the game I would have times where the mouse was jumpy too.

FPS have become inconsistent in games. League used to hold at 60 constantly, now it will drop and stutter/"lag". BF4 is the same way, FPS will be high, then drop down a lot and the game will stutter.

The last problem seems weird to me. If I have a video playing online and go to view a different tab while leaving the video still playing, the sound will become choppy.

What I've done
Ran Memtest86 and found no problems
Ran Microsoft memory test, no problems
Disabled AMD sound driver and used only Realtek, stayed the same
Removed drivers with Display Driver Uninstaller and re-installed drivers
Removed KB3004394 windows update(found that this update conflicted with AMD drivers)
Installed all other windows updates that were needed
Tried different graphics setting in BF4, stayed the same
Defragged the HDD
When loading BF4 HDD is at 99%, when in game its lower around 10-13%
CPU temp highest was 73c, GPU was 74c

Now I have also replaced the motherboard, clean installed windows 8.1, ran Seatools(Seagate HDD test), and ran the Intel Processor Diagnostic tool, both of these tests also passed, I did an update from Microsoft that addresses mouse DPI problems with windows 8.1 in some games, it didn't help.

I appreciate any help. I can not figure this out. Should I replace the PSU next?

yea im getting the same problem with league. 1/2 second mini freeze every few minutes right? i have a r9 270x with plenty of ram. i built my new pc from all new parts. the only thing i transferred from my old one was the i7 3770 cpu. is it the cpus fault??? i really dont think it is the psu's fault.

I recorded the choppy sound yesterday and went to the same spot in this movie on amazon. I'm trying to recreate the same problem from yesterday with the GPU plugged in and now I can't, figures. I was going to unplug it afterwards and run it again with only the CPU graphics. But, instead of choppy sound I had jumpy/inconsistent mouse movement on webpages.
