Recently built a gaming pc and the graphics card doesnt put out a signal no matter which display port its hooked up to. Tried clearing cmos, nothing. Tried a different graphics card, nothing. Tried graphics card in another pc, worked fine. There is no onboard graphics so thats not an issue. Rebuilt the thing 3 times, made sure everything is seated right. Im completely stumped.

Hmm...if you tried another gfx card and that one didn't work either, but the card you swapped out worked in another PC, I'd replace the Motherboard - should be under warranty, sounds like its faulty.
Is there any way to test the mobo? I got given all the parts because they couldn't figure out how to put it together.
Pro tip...and I mean this in the best possible way - do not use PC parts from a dumbass who does not know what they are doing (unless they have not been opened yet)...nearly always they have cocked something up (and they know it) and they pass it to you thinking you can make it work...then you end up on Tom's asking for help
Just to check, did you connect the power to the GFX card? of course you did, but just checking...the simple things right?
If the card worked on another PC, replace the mobo - its the most likely suspect
Might also add - you said you were given all the parts...by chance you didn;t receive it with the MOBO already installed in the case? Check that they put the risers/standoffs in the case between the MOBO - if they didn't do this and it shorted...it'll be fried.
