Won't boot - Been through the list - Stripped back to just CPU, Mobo and new PSU

Hi All,
I've been a long time fan of this community. But this is my first post.
I'm trying to upgrade my PC. I just installed a new CPU and GPU and did some cable management. After putting it all back together, it won't boot and keeps turning on and then off and then on... the cycles are around 2 or 3 seconds long.
So I stripped everything off, testing again as I went: First I unplugged all the other drives, then the GPU and Wifi card, then the RAM, then I took the mobo out of the case with just the CPU on it and tried it on a brand new PSU - still the same on/off cycle.
I'm really hesitant to take the CPU off because I'd rather not have to go through the whole thermal paste cleaning then applying routine if possible.
Can anyone help?

1st off tell us if you get to the boot menu (to enter bios)
If you can enter it try to set defaults and then boot
If not try to remove the battery, keep it removed for about half minute and put it back on
Not sure if this will help you but wont hurt to try it if you still havent

One more thing. Did you confirmed that your mobo supports the cpu and the gpu
