Windows 7 to Windows 8.1 - Compatibility Report

I created an DVD ISO image of Windows 8.1 and trying to upgrade from Windows 7 Ultimate, but whenever I try updating instead of a fresh install I get this error message.

1. What specific Windows 8.1 is this? A full install, or an Upgrade?
2. How did you create the DVD?
3. Where did this ISO come from?
