ASRock H97 Pro 4 / Intel i5 serious boot issues

So here's a problem I've been struggling with for a while but I think I've got it narrowed down to a motherboard/processor issue. Here goes...

Whenever I remove my tower from an electrical source, either by unplugging it our turning off the switch behind the PSU, it becomes very difficult to turn the thing back on. In the past I had some success with toggling the PSU switch off/on/off/on/off/on several times before the machine decides to start up again. Strangely, as long as I've gotten it started and keep it plugged in and the switch on, I can Shutdown and Restart normally using the buttons in front.

At first I thought it was the PSU so I swapped it and still had the same problem. Then I thought the RAM so I checked that and still the same problem. I contacted the seller, LDLC, to ask for help. I sent them the mobo and processor thinking they'd send me new parts. Instead, I get an email back saying that they checked the parts and they were fine. They had managed to shutdown/restart 10 times without issue.

I get the stuff back today, clean it, dust it, and put it all back together. I took every conceivable precaution to insure that everything was well connected and nothing was out of place or loose. But now the darn thing wont even start, like at all.

The paperclip test for the PSU will power up the fans so I know it's supplying power. I put a jumper on the power switch area on the mobo, switched on the PSU and still nothing... I've troubleshooted just about everything I could possible troubleshoot and things are worse than ever. I'm beginning to suspect that the results of their « test » were largely fabricated, if done at all. Technically everything is still under warranty so would it be possible to just ask for replacements ?

Any ideas ? Thanks !

No, I shut down and restart through the Windows interface, Win7 64bit. But once it's been powered off I can simply power up or restart with the front buttons, so long as I've kept the tower plugged in. I don't force shutdown or force restart unless totally necessary.

The trick is just getting the thing to start that first time, after that it all works like it's supposed to.

Yeah, you're probably right. I'm going to call them today and hopefully put an end to this. Thanks for the advice!

It turns out it was a problem with the electrical network in my building, nothing wrong with the build itself.
