What are some extremely quiet / silent case fans for under $15?

I'm looking to replace these cheap Rosewill fans that came with my case because their speed can't be adjusted so they always run at max speed. I've been looking on the internet for some silent case fans but most people recommend Noctua, Corsair or some other premium fans. What are some silent case fans that also push a decent amount of air for under $15?

So far I come across these:

Arctic F12
Enermax T.B. Silence
Fractal Design Silent Series

But I don't know how well these fans are compared to other similarly priced fans

Ok Thanks, since I can get a 2 pack for $28.99 on Newegg I guess I'll give them a try

FYI Corsair SP are static-pressure fans. They're good for radiators and large CPU heat sinks; they're not good for case fans. Get Corsair AF fans for case fans as SR-71 Blackbird suggested

Yeah I just bought 3 AF120 Quiet Editions on Newegg to be used for case fans. Ended up being around $53 for a two pack (28.99), single (17.99), and a splitter (2.99). Can't believe case fans are so expensive.

Cheap case fans are readily available, but the ones from Corsair are top notch.
