Is a capture card benericial if you have a high-end PC that can run Fraps?

You can often capture higher resolutions and/or more streams. It will still reduce CPU overhead. Depending on what architecture you have, the upcoming changes to applications such as RAPTR which will support Intel quicksync for capture encoding etc could drastically reduce that overhead, allowing for higher res captures, higher fps etc.
