Is it safe to plug 4pins USB header Internal CardReader while PC is running?

I have an internal Card Reader and just got a bay adaptor for it.. and is time to plug it in on the motherboard.
Is it safe to plug the 4pin USB header while the system in running?

I usually don't restart it weeks at a time (hard working PC) so I would plug it asap.
 
Solution
always turn off the PC before plugging anything into the motherboard. The only exception to this rule is HDD/SSD's where you can hot swap them. IF you plug it in there is a good chance the system will just crash and hard shut down on its own. Best to turn it off and plug in. This way the board will recognize it and show it to the OS for drivers to be installed.

A strait USB header you may get away with but for a card reader, drivers are involved and cause issues when trying to hot plug. I have learned this from experience. A card reader is not like a USB header where you are basically plugging in open ended wires. Card readers have electronics involved and this is one reason for the difference.
