PC stuck on Windows 8.1 load screen, even from DVD or usb, have tested all hardware could it be the CPU?

I have tested all the ram, graphics card, front panel, all hdds, installed a new mobo (didn't fix the problem). Even with no hdds plugged in I can't boot from Windows DVD or usb it just hangs on the 'preparing automatic repair' screen or at the windows load screen, it never makes it to the login screen even after 5 hours. Could this mean the processor is broken? I feel like it's the only thing left that I haven't tested (because I have no spare one). But it can't be a software problem or Windows corruption because it still gets the same problem trying to boot from DVD. Please help.

well you need a hard drive to run an os you cant just run it from the CD.

Plug your hard drive back in and try to boot into safe mode and see if that does anything.

because if your CPU was failing it would prob fail when the pc POSTs

Solved the problem, it was the processor, I turned it down from 4 cores to only run 3 and now it works again, so I guess I will just use it on 3 cores for now and replace it when I can afford it.
