Hello

I'm having trouble finding what could cause the FPS difference.

Configuration 1
Proc: i7 2600k @ 4.6Ghz
Mobo: Gigabyte p67a-gd65
Gfx: EVGA GTX 970 FTW+
Memory: Corsair Vengance 3x4GB @ 1600MHz, 9-9-9-24 (triple channel)
PSU: Corsair AX860W Platinum
Windows 8.1

Configuration 2
Proc: i5-4670K @ 4.6Ghz
Mobo: MSI Z87-G45
Gfx: Gigabyte GTX 970 G1 Gaming
Memory: Gskill TridentX 2x4GB @ 2400Mhz, 10-12-12-31
PSU: some random no name 800W
Windows 7

Configuration 1 average FPS:
- Rust: 90
- Heroes of Newerth: 70
- Far cry 4: 70

Configuration 2 average FPS:
- Rust: 220
- Heroes of Newerth: 130
- Far cry 4: 100

anyone has any ideas?
All running on 1080p with latest drivers

I seriously doubt that is the problem, LOL. There is very, very little gaming speed difference in these 2 processors.

But, it could be a start on a trouble shooting path! Is is possible you have a heat issue and your are experiencing throttling of some sort? Also, a 2600K does not use "triple channel memory", so you have 3 sticks installed, its not running in dual channel mode. But that only makes a very, very small difference in overall speed. You could also try turning hyperthreading off on the 2600K, but thats only a very slight help in some games. The only realistic answer is something is throttling way down, maybe because of heat, a bad or under performing PSU, or maybe even a bad motherboard.

Tried turning HT off and the performance got even worse.
The temperature doesn't go above 60°C on any of the cores.

Anyone knows how can I troubleshoot this?

I was thinking of buying new PC to solve this but as I read the forums...I shouldn't have any problems at all with #1 configuration.

No, you shouldn't have any problems. The thing is, the hardware differences in these 2 machines you are talking about miniscule changes in performance. There has to be an underlying major issues to cause such big changes in frame rates. Are both machines running the same software, what background services and apps are running, what are the Antivirus settings, do you have all the settings the same in the games? Are you certain you have the latest drivers installed for both, etc. I know these are likely things you have checked and double checked, but a difference that big means that SOMETHING is amiss.
