Why does my Paypal look like this? (Pictures)

Hello everyone!
I use Firefox as my mobile browser.
Recently I noticed that my Paypal started looking like this:

Does anyone know why this is happening?
I tried clearing cookies and ran CCleaner.
I noticed this occurred after randomly getting this Firefox update (I actually forgot to read what it said so I am not sure if it was an update or not) however, I needed to reinstall all of my addons via Firefox. It was as if it deleted everything installed a fresh new copy of Firefox.

The CSS styling file of the webpage is not being sent to or loaded on your computer. This can be caused by slow connections very often in which only the raw HTML of the webpage loads. How's your Internet speed?

Note: Some browsers will detect slow loading and then drop the CSS file altogether and resort to just displaying you the HTML. It does this to save time instead of waiting a tone more since CSS files can get quite large.

I am on 25/10 Bell.
It used to work previously on my 6/800kb with Bell haha.
I did however go Wireless a few months ago in which I am using the N66U router with the N53 adapter. I am not sure if it has something to do with being wireless since I have always been wired?
My connection speed and signals are normal though.

I have better speeds now then when it was working. I get 25 mbits download and 6 mbits upload with speed test which is faster than when it was working on my previous ISP plan.

It's not just your personal speed from the ISP.
Was the paypal server overloaded at that moment? Does it do this ALL the time?

It happens all the time. It started happening after Firefox decided to reinstall itself or something like that happened.

Then I might suspect your browser is just not rendering the CSS correctly. Possibly reinstall Firefox.

I am considering wiping my OS just to fix this crap. It's pretty annoying considering I use PayPal frequently.

Any other suggestions?

I wouldn't start with an OS reinstall. The browser seems to be the problem.
Does it do this in any other browser? Chrome or IE?

Hi everyone.
I tried all of what you said and I ended up reinstalling my OS.
It was loading at first and now it's back to the same problem. I am wondering if it's a software that I have that's preventing it from loading?
Malware Bytes? Kaspersky? Teamviewer? CCleaner?
