Can access one website on one computer "dvdfab.cn"

My Desktop computer will not access the website "dvdfab.cn" or any related site that can be found by typing dvdfab into any search engine. My desktop has the dvdfab program install. I am able to access the dvdfab.cn websites with my laptop using the same network as well as access the websites from other computers on different next works. I am able to access the dvdfab.cn using the ip address 67.205.112.209. Ping test with the IP address is ok, Ping test with the domain name always times out. This issues is the same with IE, Fire Fox and Google Chrome. All other sites appear to be normal. My ISP has checked the link with no issues.
I have installed Malewarebites, Norton 360, and CCleaner and removed all with no help.
I have ran the Netsh utility and still am unable to resolve the issue.
Any ideas of what may be blocking this website?

I don't think the site is on the black list as I'm able to access it with other computers on the same network and other networks with a normal operation. I do think that it's a AV/AM block, but I have removed or disabled all the programs and still not able to access this one site. I'm now wondering if the DVDFAB program is blocking it's own domain as it does look for updates, or once the AV/AM programs are uninstalled, would there be some files remaining would block the access? maybe possibly in the registry?

Thank you for your ideas with helping resolve the issue of not being able to access one web site. What I have resolved the issue, and here's what I found.
I do have a static IP from my ISP and my router is set up with the static IP address, I had noticed that on the Local Area Connection Properties, internet protocol ver. 4 TCP/IPv4 that the computer had the "obtain an IP address automatically" selected as well as "Use the following DNS server addresses" selected. The computer did have a preferred DNS and Alternate DNS address in the blocks. When I changed to "obtain DNS server address automatically" this resolved my issue of not being able to access the DVDFAB.cn website.
What I'm not sure about is how the computer got into this mode, I do know that my ISP has changed as the old ISP sold my service to a different CO. Or unless some virus changed my DNS. This part will always remain a mystery! But for now this issue is Solved!
