WIN7 installation froze. Won't boot now. Loops trying to restart..

It's a Toshiba laptop. I tried to erase c: install a disc of Windows 7 that was an ISO file I burned. I used it other computers with no problems. But on this one, installation was going good, it was on the finalizing installation check mark and about 75% done and it would not go any more. I had no option but to power it off, it was already not doing anything. Now on start up it says: "Setup is starting services" then goes to "Windows could not complete the installation. To install Windows on this computer, restart the installation." I click "ok"--because it is the only option--and it restarts the whole computer. Bringing us back to "Setup is starting services".

I cannot get it to boot. I cannot get it to do anything but above. I tried bios, safe modes, last good configuration, everything. It would t secessfilly boot, or restart installation by booting from cd.

I don't have another computer to use right now to help, I don't know what to do. If I boot from CD it only does the same loop thing.

What can I do? How do i fix this? Are their F keys I can use, or something...
 
Could be that your laptop's optical drive is not working good anymore, or your Windows 7 DVD is scratched, also it's possible your HDD has some errors on it.

Boot with Hiren's Boot and use its utilities to format and repair your HDD, make sure your DVD Installer is not scratched (maybe burn a new copy) and finally if it still fails try using an external DVD drive.

I got the ISO file in like 2008 and have used it on my laptop and other computer many times. The key is mine too.

I don't have a flash drive big enough only 2gb because I lost my big ones, and no blank dvds to burn.

It loads all the boot/startup files. It's when it would load my desktop it goes to the screen mentioned above.
