How do I tell if my motherboard is fried?

Hi everyone, so I am digging up an old problem with this. I was looking through old parts and found my brother's old motherboard, he says that it got fried but im not too sure. From what he said to me I gather that the pc was completely fine untl we moved to Tanzania, then when he plugged it into the outlet here poof, it didnt work. He looked inside, everything was fine except for there was some liquid (he called it gooey) on the motherboard circuits. I tried testing the motherboard with a spare Corsair power supply, but didnt have a CPU, 2 motherboard lights and the PSU fan would come on for one sec and then turn off again. The really bad news though is that it seems that the CPU socket pins somehow got bent because a few of them are flat.


Does anyone know if this thing is just completely gone or what?

For reference, it is an MSI Z77-G45 Motherboard
