Speedstep not working

I used the Asus AI suite's 5 way optimization on my i5 4690k. It clocked my cpu up to 4.5 ghz. I noticed core temp and cpuz were saying its running at a steady 4.5 ghz even at idle. I reset everything to defaults in AI suite and when it rebooted it was still running at continuous max speed of 4.1 ghz. I even uninstalled AI suite and reset everything to default in the BIOS. Speedstep is enabled in the bios and I checked windows power management.

You say you checked windows power management, what was it set to?

If power options are set to high performance, the CPU will run at max frequency all of the time.
If you want Intel Speedstep to work power options should be set to "balanced" mode.

Try reinstalling windows I've seen the power management getting corrupted on a laptop this way and reinstalling was the only thing that worked to get power management working again though I won't guarantee this is your problem. it might be something corrupted in the registry but trying to figure out what could be a pain. Corrupting Windows while playing with OC happens sometimes.

Actually about 5 minutes ago I was trying to figure out what was going on and I went into WPM and set the minimum cpu state to 1% then changed it back to 5% like it was to begin with and suddenly it dropped down to 800 mhz at idle and seems to be okay now. I'm going to guess some other program changed my power management settings and it didn't reflect that in the WPM options. Thanks for the reply though.
