i have to agree that this is definitely part of the issue, looking at the image, it looks like you only have space for 1x 80mm exhaust fan, and there is hardly any space around the cpu heatsink. A new case with...

It should be obvious. Doesn't matter if you have a good cpu cooler if you don't have any case fans to bring in cool air and expel the hot air. As an example I have four 140 mm intakes and two 140 mm exhaust fans. You don't even look like you have an exhaust fan installed.

When it's idle it has about 40-50, under load (not max) it has 70-80.

I'll install one exhaust, then probably will buy at least one more, if that is the problem.

Of course that is the problem. How can the cpu cooler do its job if the case is filled with stagnant hot air? That being said your case is very limited in the air cooling dept. No cable management, lack of fan options. Full of airflow obstructions. I would look into getting a modern mid tower case. You know your case is old when you have a top mount psu.

A new case with options for a few 120mm exhaust fans would be a lot better. But if your strapped for money atm, start with installing a high cfm exhaust fan, it may be a bit noisy to get a high flow one, but at least it will cool things down.
