Games Stuttering with High-End PC (Advanced Help Please)

Hello there, I have no much time left since I will have to go for a trip so I will summarize the issue.
Fps drop more like stuttering, some times fps counters does not see the diffrence but the games I play feel choppy, like when moving camera or when movement occurs it skips few frames or it is like 1/3 frame shown, like when you move your character the animation is around 1/4-1/3 shown as of frames, it is really choppy, it happens with offline games too, online ones too. I have tried it in many offline games such as witcher 2 , diablo 3 offline mode, league of legends, dota2, heroes of the storm ( it is in beta so yeah that one is out ) and many others, in some it happens a lot in some it happens once every once in a while or when it gets triggered.
What I mean by triggered: when for example minions spawn in dota or league of legends. when someone casts a spell for the first time especially, when a lot is going on. regardless of graphical settings, yes even vsync or low-high textures etc. I installed crean the OS plus the drivers with dell's automated update software and checked that everything was installed from the list of drivers one by one, antivirus plus and minus it does not effect, neither firewall, tried forcing max performance on the power options, tried c-step turn off on bios for cpu, tried turbo boost off from bios for cpu. Bench-marked gpu and it worked fine, changed monitors and adapters for monitors, ran dell diagnostics with no errors or anything, gpu drivers up to date clean installed with re-sitted gpu card for making sure it is okay, pressed power button without power adapter for making sure the first time I composed the parts after checking the hardware did not have any charges, My system is the default dell precision t3600 with only mod the gpu card that I swapped with an gtx770. I tried flashing my vBios of my gpu, I tried diffrent resolutions too also, it was rather disturbing seing the game pixelated and lagging the same way too. Tried changing keyboards and mouses. I will post my msinfo for more information so you do not need to ask as well as my processes in the next posts below this main one.
My PSU is 640w
I used gtx770 windforce 2gb from gigabyte to upgrade it, it happened far later from the upgrade time though.

I did, check all the information out please. If you investigate you will see I have A14 which is the latest version.

Tried, the cpu is not the main issue, as of its model because it was working fine at some point in the past with the gpu as well.

man do you read my description, I mentioned it, I have it clean installed, there is no way for a virus to get through this when you wipe out a disk and then use the OS disk to clean install.
Read the whole archive I created before posting, there can be a ton of things and tried almost all of them already.
 
its like i get something for that if i solve your problem .you may go outside and cool off,then come back and read my answer i have no idea when fresh install was made and if you make clear step by step explanation then you anger find different place before you spill on people who trying to help you and be patient.

Do I see you in person and am angry to you m8? I only say I mentioned it on my description.
This is a forum and people read the whole thing before posting, this is how it works, if you found it offensive then sorry, I am not a writer or anything I just post the issue and the info I got thus far. That is all.
If you re a technician and did not read my post then go ahead and do so, not really anything else I can say, that is what I mentioned earlier non the less.

Anyway, I am actually pretty happy thank you, this is the internet you have to admit that the only voice you hear is your own mind reading, so it is pretty emotionless in the other side :p

Which psu do you have? Did it have pci connectors or did you use the molex-pci converters that come with the gpu?
I'm not sure if this helps its not my thing at all, maybe someone could chime in but your monitor has 8ms response time, now when I bought mine I was told lower the better for fps so got 2ms.

Again, it happens when I have some new particle or minions/AI spawn and move in the map, I get the fps drops then, sometimes the animations are not smooth as if I was trying to record, this is the issue overal

My answer based on information provided in the other thread was this:

This sounds like a driver issue to me, but it could also be throttling due to heat issues.

If you have onboard graphics, disable your videocard in device manager and switch your cables over to the onboard outputs. If this fixes the issue it rules out OS issues and game settings, so it is either a driver issue or the videocard.

Perform a full uninstall of your videocard drivers with a utility like this one. Reinstall drivers from before you began experiencing the problem. If this fixes the problem, great! If not, it rules out driver issues and only leaves the GPU.

If none of that fixed it, try running furmark to really put the squeeze on your GPU. If it is a heat issue (quickly rising to over 70 degrees and FPS dropping without drop in temperature), this will expose it. Could be fixable by cleaning out the heatsink on your videocard, but could be permanent damage caused by excessive heat. If excessive heat is not the issue, then the GPU is faulty and will qualify for repair or replacement by Gigabyte.




However it now sounds to me more like a frame buffer issue. Try dropping the resolution of the game to the minimum it can go and see if that helps. The memory on the videocard could also be an issue possibly, but I have not seen any verified reports of that ever happening so I'm not sure how likely that is. Can't imagine that even at your high resolution you'd really be eating up all that memory, but it is a possibility.


Make sure things like VSync are turned off as well, never know what could weird issues could be caused by interactions of different settings. If tearing is an issue and problem not solved, of course turn it back on. Good luck!

Also, turn on triple buffering. Could be an issue of sending repeat frames to the monitor and that could solve it when combined with turning off VSync

I confirm none of these help since I have tried everything, I mean everything except changing gpu since I cannot efford and as said, it is impossible for my current state and I haev to use middleman according to gygabite, I really atone for making the mistake of purchasing from their products since I cannot reach them out.

I think this is incorrect, there is still something that is a little detail that is not really inside of the everything I said, remember I said that it happens when minions spawn or spells that I have not yet seen are cast, is it a possibility of HDD or Memory, we need to check these first.
