That is a very power hungry CPU with a very efficient graphics card.
FX-9590 = 220W
GTX 960 = 120W
Allow 40W for other components.

I would recommend a supply rated at least 40A or 480W on the +12V rail.
A good 550W supply should be fine.
XFX TS 550 or any other XFX 550W supply
Rosewill Capstone 550
Antec HCG 620
Seasonic G 550
Seasonic S12II 620
Seasonic M12II 620 or 650
Any other Seasonic supply 550W or greater.
Most people do not recommend either of these.

The difference between good supplies and bad supplies:
- Better control of output voltage
- Better hold up time
- Better components with a longer life span

The worst supplies don't have rated efficiency over 80% or active power factor correction.

VS and RM series are tier 3, which are ok but not great
The output on these supplies is generally within specification, just using some components that are not as good as better quality supplies.
From Corsair, the TX and HX series are better.

What are your CPU and graphics card and I can recommend a supply?
