1st PC build, fans won't turn on!

This is my first PC build. When I turn on the PC the PSU fan is on, the NZXT RGB 5.25 led strip is on, and When I turn off the system the fans flash blue for 1/5 of a second. I am testing and am missing the CPU,GPU,RAM, & OS.

Do I need the CPU plug? I'm just not sure if that is a good idea. I'm using the ASUS X99-e WS motherboard.

Yes the board is inside the case. Don't know what you mean by stand offs. The gold like screws to the case and then more screws between the board into the gold like screws then yes.

All connections are properly in place. Connections are ( psu to MB, fans to MB, PSU-sata to 3x SSD to sata MB, PSU perif sata to NZXT 5.25 RGB LED. ) using bits feint spectre pro and corsair sp fans, both are blue led. The fans will flash when I power off but don't spin when I power on.there is a dual CPU plug in at the top of the MB ( asus x99-e ws). Do I need that plugged in? Can I without the CPU?

It has Dr power if that means anything. I also have other devices plugged in the PCI slots that seem like their receiving power and have small led lights that turn on. I have the square on the white plastic plug in part facing to the right which seems the right way and goes in perfectly. I will try switching the fan plug in directions tomorrow.

The 2 CPU fan headers in the middle of the board works but the rest won't. Do the rest have to be set up in the bios?
 
Leave only CPU and CPU cooler installed, both 24 and 8 pin power cables connected, single RAM module, graphics card (PCIe power cables connected to it), DVD drive, keyboard, mouse and start the board (still outside the case).
See if any signal to the monitor.

I do not yet have the CPU, GPU, RAM, and OS. My goal was to just test the fans to see if they work properly. I'm waiting for windows 10 and to see how it effects the CPU in order to choose a CPU. I'm also waiting for TITAN X, wish they had a cheaper 8GB version. Today there are games that use 4GB vram so screw the 980, I'm future proofing it.

I did not have the 8 pin power connector above the CPU area plugged in so maybe that is the problem. I just didn't want to without the CPU and cooler. I will be water cooling and also have the issue with FrozenCPU. I ordered $184 worth of Bitspower black sparkle fittings and D5 pump mod on FEB 12th.
