Yes it is, but it is not the best powersupply. But it won't have any problems powering the board.

So which one will be the best to power Asus"M5a99FX" motherboard, Sapphire "R7 7770" Graphic card, Benq "GL 2250" LED, but it should be under Rupees 4000-4500

I don't know the pricing of the psu's in your country. Can you give me a link of a site where you would like to buy one? I send a link back with a psu i would reccomend.
