Clear CMOS Button

My motherboard has a "Clear CMOS Switch" included. It's just a button, I don't have to remove the CMOS battery or use a jumper to reset it.

Anyways, I'm having issues with my computer (keeps rebooting after I shut it down), and I want to clear the CMOS. My question is...When is the best time to hit this switch?

Can I do it while my computer is running? Do I have to shutdown my computer first? Do I have to unplug my power cable from the psu and drain all the power before hitting the CMOS reset button?

Any help would be appreciated. Thanks.

Only click the clear CMOS button when the computer is fully powered off.

I play it safe when i use the clear CMOS button. I shut down the computer, click the switch on the PSU to turn it off, and then press the Power button on my case to assure there is no power to the motherboard.
Then press and hold the clear cmos button for 5-10 seconds. Turn power supply back on, and power on your computer.
