Need help building a server/nas system

Recently I decided I wanted to build a little nas/htpc home computer to stick 2 3tb hard drives in and push all of my data in the cloud. I would like to use this computer for 1) putting all my data on the cloud and be able to access that data anywhere from my devices and 2) stream 1080p content, music, and photos to my tv and other wifi enabled devices. Could anyone help me out with a build? Trying not to exceed $800 if at all possible. Thanks!
