CPU Idle Temp Too High

Hi guys, I just finished my first PC build and when I booted into the bios (MSI Gaming 5 motherboard), it said my CPU (i7 4790k with stock cooler, non-overclocked) was at 55 C and it rose to 62 C within a couple minutes, despite it only being in the bios and never run before. Any ideas what the problem is? I'm afraid my CPU is going to melt if I do anything on it at this point. I've double checked that the fan is all the way pushed in and it says it's running at 1400 rpm trying to cool the CPU. I honestly don't know what to do, I'm worried.

Does anyone have any suggestions? Thermal paste was already applied and I didn't mess with it, so that shouldn't be the problem either. I just really don't know what to do at this point. I have the side of the case open so air flow definitely isn't a problem right now. Also, should I be able to feel heat coming from the CPU at this temperature? It's been running Windows 8 for like 15 minutes now and nothing feels hot inside of my case. It's ever so slightly warm, but barely more so than the room temperature. I'm just curious if the CPU really is that hot or if a sensor is bad.

I'd suggest getting an aftermarket cooler, as some people have reported temperature problems with the reference cooler for 4790k processors.

Is the cooler properly installed? Yeah, it's quite a bit high even for a problematic chip. My 4790 runs at 55º under full load, stock cooler, just to put things in perspective.
 
In the bios the processor is running full speed and around 80% load.
Once into windows it will activate speed step and the processor will idle .
At this point temps will drop dramatically.
Also it takes a few times running for the stock thermal paste to melt and become thinner and work better.

Is there any way to check? I put the CPU and cooler on the motherboard before installing the motherboard into the case, and the plastic pins clicked in and I checked the bottom of the motherboard to make sure they went all the way through. I downloaded realtemp and checked using that. While idle on Windows 8.1 the CPU is around 58-60 C. Like I said, nothing feels hot inside the case, and the side is still open because I was monitoring the fans.

Is there a way for me to check the fan without removing it? I'm just worried that I will mess up the thermal paste if I do, and I don't have any of my own to apply. I was likely going to get an aftermarket cooler for my cpu if I decided I needed it, but I didn't think heat would be this big of an issue, especially with no load.

One more thing though: how would I check if my cpu is overclocked? I have an MSI Gaming 5 motherboard (designed to overclock in the future) so maybe it is overclocked right now by default? Also, I just noticed that I have no driver for SM Bus Controller, does anyone know what that is? I tried updating it, but it failed.

Okay, I fixed the driver issue, but my CPU is still way too hot. Any other suggestions? I don't mind buying a better CPU cooler, but I'm worried that something else is the problem, because according to what I've read, the 4790k with a stock cooler should be around 22 C idle. Should I try removing the CPU entirely or just replace the fan and thermal paste? I'm just unsure what to do at this point. Also, any recommendations for cheap CPU coolers? I won't be overclocking so I don't need anything crazy, just something decent.

The Cryorig H5 is an awesome cooler at a very reasonable price. If you have any spare thermal paste you could indeed try to install the cooler again.
 


Use your motherboard utility software to check temps and fans speeds and Vcore. Post the readings.

The bios was telling me 70 C when I restarted and booted into it (after maybe 30 minutes of being idle on Windows 8.1 with some driver installs). The fan was defaulting at ~1400rpm and I tried maxing it out at ~2000rpm, it cooled the CPU down to like 67 C after a minute. I'm just worried to even leave it on with it idling at this high of a temperature. I was thinking about calling Intel and seeing what they say (maybe they have had issues with their chips or the thermal paste). Any other suggestions though?

Yeah it was running at 4.4 GHz (44 X 100 MHz) in the bios. I just booted it up this morning and now it's at 1.056 V and 4 GHz instead and is idling around 55 C and slowly climbing. Not sure why it was boosting to 4.4 GHz in the bios, but even at a normal clock speed it's hitting temps that are way too high. I've tried pushing down the cooler as much as I can to make sure something didn't come loose, but it doesn't go any further.

Okay, so this is weird. I booted into Windows 8.1 and after an hour it's reporting a temp of about 40 C on idle, which occasionally jumps to 50 or 60 (when it boosts) then falls back down. It's still not as low as I'd like it to be (I'm worried about the temps it would get gaming, and I still have the side panel removed), but it's much better and I did literally nothing to change it. Should I just order a new cooler and wait a week for it to get here then install it? I'm a bit worried about using my pc for anything intensive in case it does jump up in temp again.

So my system seems to have stabilized at ~38-40 C idle and it gets to 60-70 playing League of Legends (my primary game) at 144 fps on 1080p with max settings and AA. This is better, but still too hot for me if I were to be playing more demanding games for extended periods or doing anything CPU intensive. Any recommendations for a CPU cooler and fans? My case supports 4 120mm fans, but my PSU actually prevents the bottom fan from fitting (its a bit too long, covers the screw holes/part of the vent). I only have one stock fan installed now, but was thinking about going with 2 better fans (since 3 fans means an uneven balance of intake/exhaust, and so far both my gpu and psu have been super cool with no heat to the touch, although I haven't really pushed the limits yet). Does 2 fans seem like enough? My case has quite a few vents so I don't think airflow is a problem (Thermaltake Commander MS-I). Also, what about a CPU cooler? (I don't plan on overclocking, and don't want liquid cooling for fear of a leak since I move often). I heard the Hyper 212 Evo is good, any thoughts on that? I'm looking for a good one for a budget price, I don't need anything too crazy. As for case fans, would 2 Noctua's do the trick? Also, which model would be best? Thanks for all the help everyone :)
 
Those temps are about what I'd expect from the stock cooler. Maybe 1 or 2C higher.

The CM 212 evo is a bit better than the stock cooler. It should get temps down by another 5C and be quieter.

Case fans - I prefer Corsair - still pretty good but a fair bit cheaper. Get Static Pressure (SP) type. If you have 3 pin case fan headers on your mobo, then get 3 pin fans.

Think about getting a better case eg Corsair 230T

I actually like the case I have quite a bit, and it was promoted as a good case for the price from several different sites. Seems to have good airflow, just need to add a couple better fans to make sure it stays cool (a single stock fan isn't going to be enough I'm assuming). My motherboard has 4 pin headers, I think maybe 5 or 6 fan connectors if I remember correctly. So do you think the 212 Evo is a solid upgrade then if I don't plan on overclocking? I'm just trying to keep everything cool enough to not cause any damage, I'm not too worried about the fan noise as I wear headphones while I'm at my computer anyway.

The Cryorig H5, for roughly the same price, is quite a better option. Not dissing the Hyper in any way though, still a great cooler.
