I am looking into an ASRock Fatal1ty 990FX Killer motherboard, but I can't seem to find anywhere how low a speed you can turn the fans connected to the board (its a pretty obscure question). If anyone owns an ASRock Fatal1ty 990FX Killer board it would be great if you could tell me how low (percentage wise) you can turn the fans connected to the board.

You will have to determine that with fan monitoring software. Not all fans run at the same RPM range. Cha Fan 1 will require a 4 wire (PWM) fan to able to use manual or auto control in BIOS. Chas Fans 2 and 3 can use regular 3 wire fans.
Page 72 in your MB manual offers you automatic control or manual control.
