Approximate Purchase Date: This week

Budget Range: $1000-$1100

System Usage from Most to Least Important: Web and Android App development, Photoshop, Corel Draw, Web browsing, media consumption, play some games (not at ultra settings/resolution) when I have my young cousins over.

Monitor needed: Yes (not professional grade)

OS needed: No

Overclocking: Yes (No harm if not possible in the budget)

SLI/Crossfire in future:No

Additional Comments: I primarily use Visual Studio and Android Studio. I am not sure which processor would suit my needs: i5 or an i7 (I dont think i need amd :/ ).
I also need speakers, keyboard/mouse. No headphones required.

Why I am upgrading: I am finding a Core2Duo and 4GB Ram highly insufficient. I can't run Android Studio Properly.

Build I am considering: http://pcpartpicker.com/p/MNzxCJ

Thank you for your reply.
I also need a new monitor and peripherals. Seemingly my budget isn't sufficient to accommodate all this so its okay if I go up by $100 (I'll edit the OP). Can I skimp on the GPU and get an r9 270x / 750Ti ? Also, what is the primary use of the 4 extra threads the i7 provides?

I did not understand why you recommended and 860W power supply. Also, how much compromise shall I be looking at if I choose an r9 270x / 750ti over a 960 ?

nope don't use a 750 ti and if considering then r9 270x is also a good option

you didnt tell that if it was game development or software development , game development can require 2 gpu's
(SLI or Cross fire ) in future thats why i recommended 860w psu

development can require powerful gpu
AND
being a game designer i personally use 2 gtx 970's in sli ( 850w psu)
engines force the gpu's to its limits while real time rendering and also he didn't mention if it was game developing or software

yep you are correct but it
depends upon the genre of the app
some times a graphics card has an important role some times CPU
games like cut the rope , ruzzle , angry birds ( use higher cpu)
like Temple run , asphalt , talking tom ( required higher gpu )

software development is totally cpu intensive ( may require gpu if app is extra interactive)

If i go for the unlocked multiplier version, I exceed my budget. I plan to upgrade to 32GB RAM soon.
Which PSU should I go for?
