CPU running very high temps

I have an Athlon X4 860k black cpu and it is being cooled by a cooler master seidon 120 water cooler, my cpu gets up 86 deg under load. When just doing average web browsing it stays down around 40 - 45 deg. I have tried different fan configs, and turned the fans up but when I run prime95 my temps sky rocket. Is this normal? It doesn't seem normal. Thank You for any help.

Fans:
200mm pull
120mm water cooler push (also had it set to pull w/ no change)
120mm push
 
Start by feeling the pipes leading away from the pump to the radiator. One should be noticeably warmer than the other. If not, then the pump is either not making good contact with the processor, or is defective.

Feel the air stream from the radiator - it should be noticably warm at those temps.

See if it makes a difference if you leave the side panels off your case. Do you know the rating of the cooler? I see there are about 4 models of the Seidon 120.
 


I told you it's a false reading.

I used ot own an A10-6800k and it did the same thing. Read the article I linked, then download AMD overdrive and tell me what your thermal margin is while prime95 is running

I was just doing that. amd overdrive says my thermal margin is 48 deg and that's with prime running. So I guess it must be a false. Thank you both for your help
