CPU and GPU never goes 100%

So in the screenshots I took the worst example, but almost everygame I play is either 70-100% CPU and 60-100% GPU, for example Rome 2 (getting 25 fps maxed out) runs for me on 60% GPU and 90% CPU another example 75% GPU and 80% CPU, however there are game like Arma 3 that takes 100% GPU but around 75-80% CPU maybe I'm missing something but take a look at the screenshots

Green = Maxed out
Blue = Stable 60 fps settings
After blue is while not running the game

It's really sad thing when you can't run game on max and you see that GPU and CPU is not trying their hardest :(((

 
Solution
The game seems to not be very well-threaded. Because of this, it only uses one thread mainly, which is why you see one thread at 90%+ usage and the rest are barely used.

This means the CPU is being the limit to your framerate. This is why the GPU isn't at maximum, because it has to wait for the CPU to finish working. It makes sense, since Rome 2 is an RTS, and these tend to depend on CPU quite a bit.
