GPU Idling Causing screen flickering

I had 2x 24" 1080p 60Hz screens and I never had any problems with them. However, I bought a 47" 1080p 60Hz and connected it to the GPU and now the bottom of my screen is flickering on the 2 monitors (Not on the TV surprisingly enough). I have already uninstalled and reinstalled the drivers (Even went and wiped and rebuilt windows). I have found a thread to change the idle clocks however every time I change it, it keeps reverting back to a lower frequency. (http://www.techpowerup.com/forums/threads/changing-2d-clocks-on-ati-cards.114562/) I have already disabled ULPS with MSI afterburner hoping that would work. This flickering thing is driving me crazy... I have even tried to turn off idling all together and have no success. Anyone have any ideas?

Idle Core Clock - 300 MHz
Idle Memory Clock - 150 MHz
Max Core Clock - 1160 MHz
Max Memory Clock - 6400 MHz
CCC Version - 14.12 Omega

OS - Windows 7 64bit Ult
CPU - Corei7 3770k
RAM - 12GB 1600MHz

Hmmm, seems that even a YouTube video puts is enough to stabilize it. However, I would prefer not having to start a video every time I turn on my computer.
