strange cpu/gpu limit

I've been having problems for some time now and have tried something different. I was having trouble with choppy gameplay and lowered fps in CS:GO. i7 4790/gtx 970. I have my fps capped at 300 and get 270 fps and very unstable. Today I tried not limiting my fps and was getting 400-500 fps. Menu is capped at 119 and is bouncing around at 110. Why would my fps be lower that what it is capped at if I can get 500? It is still very unplayable with high fps..

You can try setting an OC profile if you have OC software, where you can set a max FPS limit for individual executables.

What monitor do you have? there's no reason to cap your FPS at anything higher than your refresh rate (usually 60Hz)

Putting the game on borderless mode will terminate the need for v-sync/frame rate limiter anyway. Games frame rate will be locked to desktops refresh rate. No matter how much you're getting in game. Screen tearing and stuttering will be eliminated.

I did fps max 0. That's when I got the 400 fps. It still was choppy at 400 fps. My point was if I can get 400 fps and never drops below 350 why can't can't I get 300 when it's capped at 300. It should stay at 300. Also when I'm in menu it should stay at 119 and maybe bounce to 118. It use to be this way at first and i can tell a huge difference. Again I'm not complaining about the minor fps drop. I have been getting terrible game play on a good pc and good network. The fps drop is the only benchmark evidence that I have to describe it to find a solution.
As for the refresh rate I have a 144hz acer And I don't agree with the theory of capping the fps at refresh rate. Yes it creates a little tearing but I can't be limited by the slower reaction. Many shots in CS if done right are reaction shots and not even shown on screen.
I'm thinking it is a game glitch caused by updates but I'm hoping it's not and there is something I can do and quick. I have played CS since 2000 and I will be quitting soon if it's not fixed because it literally is unplayable.

Agreed, it is very weird that it's doing that right now. I've never had problems with CS:GO games at all. What are the things you've tried to maybe fix this problem? Have you tried using the defragmenting software that Steam has for Steam games?
